You are taken by the link to the home page, becauuse you need to be acquainted with these before you start. You can link directly to an "add URL" page, but it then says: "Start from the Top Main categories on our homepage, drill down to the most specific category for your site and use the "Add a Basic Submission" link found at the bottom of that category page."
